The Philippines’ Department of Energy (DoE) has announced plans to hold its first offshore wind auction as part of the fifth round of the Green Energy Auction (GEA-5), scheduled for Q3 2025. This marks a significant step in advancing the country’s renewable energy agenda and creating opportunities for offshore wind developers.
GEA-5 is a key initiative under the Philippine Energy Plan 2023-2050, underscoring the government’s commitment to scaling renewable energy, enhancing energy security, and accelerating the transition to cleaner power sources. By offering market access to offshore wind developers, the auction aims to provide long-term demand for their generation capacity and a clear timeline for project development.
The auction process is designed to engage a wide range of stakeholders, including the National Grid Corporation of the Philippines, Philippine Ports Authority, Department of Environment and Natural Resources, Philippine Coast Guard, and Local Government Units. It also aligns with the country’s broader energy transition objectives by supporting diversification of the energy mix and reducing reliance on fossil fuels.
In preparation for GEA-5, the Department of Energy will soon issue the Notice of Auction and Terms of Reference. These documents will outline the timeline, procedures, and participation guidelines, ensuring clarity for all involved.
The DoE is currently reviewing position papers submitted by stakeholders to ensure a transparent and efficient auction process. By integrating industry insights and addressing key concerns, the government aims to foster collaboration and maximize the auction's impact.
